David Petersen

David is a Northern California native and has significant ties to the traditional cannabis market and relationships that reach back to the beginning of California’s legal market.

David is only beginning his cannabis career now due to a lengthy and successful career in service to our country. In 2021 he retired from the US Military as a Chief Warrant Officer of the Army Special Forces. He is a decorated combat soldier and is a disabled veteran from injuries sustained during combat missions. 

He brings over to the cannabis space a wealth of ambition, discipline, motivation, and integrity. David plans to grow the C4 company and footprint by building and bolstering relationships with other cannabis companies that share similar business values and ethics. 

While building the C4 company and establishing the mark in the cannabis industry on behalf of the Northern California foothills region, David and his team plan to continue the fight for military veterans and those in need to have supported access to tested, quality, and affordable cannabis products. 

“C4 is particularly excited to being working with other veteran owned cannabis businesses and we plan to be deeply involved in the push for our legislators to develop regulations that not only allow cannabis use by disabled veterans but support funding for that use. We will be talking with leadership at the state and federal levels to ensure progressive movement toward de-scheduling and eventual legalization.” 

Above all, David plans to show the cannabis industry what the Northern California Seirra Nevada foothills has been holding onto all these years. This region has deep lineage and solid roots in the cannabis market.

We have not had the opportunity to shine due to regulations until now and I am proud to be part of the movement that will forever change the landscape of the current cannabis space.”

Curtis Bortle

Born in California and raised in Lassen County where he graduated high school. After a year of college, he joined the army in 2006 as an infantryman.

Curtis served 14 years in the army with tours in Iraq and Jordan, retiring as a Staff Sergeant. He is seasoned disabled combat veteran and after over a decade of military service, decided to join the cannabis space bringing with him his technical and professional skill sets.

Upon retirement, he returned to his home town of Susanville to open his first business in the cannabis space, Canna Junction. With three years of successful operation, Curtis has built a firm understanding of the legal cannabis market in California. Relying on that experience, he co-founded C4 in Chico, CA.

“Cannabis is still a budding industry with plenty of challenges. We seek to create a professional well-established business to provide quality products at affordable prices in the north state. Through integrity, dedication, and professional work ethic, we aim to advocate for a legal, tested, and regulated market that is able to meet the needs of consumers in the region, many of whom are disabled veterans like us.”

He volunteers his time locally in the community of Susanville and strives to build healthy partnerships and working relationships across the public and private sector. He has provided his service to many business organizations, nonprofits, and government boards. He currently is a member of Rotary International, the American Legion, City of Susanville Planning Commission, and serves as a board member for the Lassen County Chamber of Commerce.
